Alarmingly, members of forces supposedly tasked with protecting civilians were observed to be involved in some of these violations, either through direct participation or failure to fulfill their duty.

Preliminary Toll of Violations:

– At least one Kurdish civilian killed as a result of the attacks
– 32 individuals injured with varying degrees of severity
– 9 civilians abducted, whose fate remains unknown at the time of writing this report

Patterns of Documented Violations:

1. Collective Physical Assaults:
A Kurdish child was subjected to a brutal assault by a group estimated at around 25 individuals, who took turns beating him severely, causing serious injuries, before he was later abducted. Information indicates that members of the public security forces were involved in this incident.

2. Road Blockades and Targeting of Civilians:
A group of six individuals blocked a public road and prevented Kurds from reaching Nowruz celebration sites. They directed insults and abuse, particularly against women, assaulted children, and forcibly confiscated flags. Two families were also robbed during the incident, which lasted approximately four hours, amid accusations of participation or negligence by security personnel.

3. Targeting of Transportation:
Cars and motorcycles belonging to celebrants were vandalized and damaged. Passengers, including women and children, were forcibly removed, beaten, and in some cases abducted.

4. Public Incitement and Calls for Violence:
Calls for what was described as a “general mobilization” were recorded, accompanied by the mobilization of armed groups and explicit threats to invade Kurdish towns and villages and kill their residents.

5. Systematic Hate Speech:
Videos and inciting posts spread widely, containing insults and direct threats against Kurds, labeling them with religious and political accusations to incite violence, including accusations of apostasy and claims that they seek to divide the country.

6. Reimposition of a Tight Siege on the City of Kobani:
A strict siege was reimposed on the city of Kobani, involving collective measures that directly affected civilians’ lives and fundamental rights.

Key Aspects of the Siege:

– Closure of main roads leading to the city and restriction of entry and exit
– Severe limitations on civilian movement, effectively isolating the city
– Disruption of essential services, including electricity, water, and communications
– Obstruction of humanitarian and medical aid, worsening living and health conditions

Humanitarian Impact:

– Direct threat to food and health security
– Increased risks to the most vulnerable groups, including children, the elderly, and the sick
– Near-total paralysis of daily life and essential services

Conclusion:

These incidents indicate an escalating pattern of violations that may amount to serious crimes under international human rights law, particularly given the systematic nature of some of these acts, the accompanying hate speech, and the complicity or negligence of entities responsible for law enforcement.

Preliminary Recommendations:

– Conduct independent and transparent investigations into all documented violations
– Immediately disclose the fate of abductees and ensure their safety
– Hold perpetrators accountable, including those among security forces, especially as hundreds of them appeared clearly identifiable in video evidence
– Take urgent measures to stop hate speech and incitement
– Ensure protection of civilians and their right to safely celebrate their cultural and religious occasions
– Immediately lift the siege and guarantee freedom of movement
– Restore essential services without delay
– Ensure safe access for humanitarian assistance

The Nowruz celebrations in several areas of Syria witnessed a dangerous escalation in hate speech and incitement against Kurdish citizens, accompanied by serious violations that …

[1

post-12088","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-uncategorized
["GET
